The North Carolina Partnership for Children is the state-level, nonprofit organization that oversees North Carolina's innovative, award-winning Smart Start​ initiative. The Burroughs Wellcome Fund is an independent private foundation dedicated to advancing the biomedical sciences by supporting research and other scientific and educational activities. The mission of the North Carolina Rural Economic Development Center is to develop, promote, and implement sound economic strategies to improve the quality of life of rural North Carolinians. The Center serves the state's 80 rural counties, with a special focus on individuals with low to moderate incomes and communities with limited resources. Created in 1987, the Rural Center operates a multi-faceted program that includes conducting research into rural issues; advocating for policy and program innovations; and building the productive capacity of rural leaders, entrepreneurs, and community organizations. Phillips, dean of the School of Education at the University of North Carolina at Chapel Hill. NCSBA is the professional association that represents all 115 local boards of education in North Carolina. It is a member-driven association that supports the school governance team—school board members, superintendents, senior administrative staff and board assistants—in its complex leadership role.
