Founded in 1965, Capstone Community Action improves the lives of Vermonters in need by providing opportunities, education, and vital assistance. By breaking down the barriers that prevent people from thriving, we offer the hope people need, the dignity everyone deserves, and a better community for all. Capstone Community Action is part of a nationwide network of community action agencies (CAA) established by the Economic Opportunity Act of 1964 in order to fight America’s War on Poverty. Today, there are nearly 1,000 CAAs across the United States. CAAs are a primary source of support for Americans who are living in poverty in both rural and urban areas. Capstone Community Action is one of five CAAs in Vermont. Capstone Community Action (formerly known as Central Vermont Community Action Council) has served low-income residents of Lamoille, Orange, and Washington Counties and nine communities in Windsor, Addison, and Rutland Counties. Over the years, Capstone has earned a reputation for leadership in education on poverty issues, advocacy on behalf of low-income families, and developing innovative strategies and programs to reduce poverty in Vermont. As a result, we rebranded in 2014 from Central Vermont Community Action Council, Inc. to Capstone Community Action, Inc. As a 501(c)3 nonprofit organization, we provide a wide offering of programs and services for low to moderate income Vermonters aimed at reducing poverty and creating prosperity. The core source of funding for CAAs comes from the Community Services Block Grant (CSBG) which channels federal funds through the states to local agencies to fight poverty and promote self-sufficiency. Nationally, CSBG funding accounts for less than 10 percent of CAA funding. We use these federal dollars to build and attract additional investments in their programs from state, local, and private sources.

Our mission quickly expanded to help individuals and their families self-direct their own funding without the burden of dealing with state and federal payroll requirements. Over the years we have continually updated our services to meet the growing demands of a complex healthcare and social services system. This ongoing commitment has made life easier for thousands of people.

The Community Action Program Belknap-Merrimack Counties, Inc. (CAPBMCI, CAPBM, CAP-BM, BMCAP) is a New Hampshire-based 501(c)(3) private, nonprofit organization. The agency was established in 1965 under the provisions of the Equal Opportunity Act of 1964. Under this Act, over twelve hundred Community Action Agencies (CAA) were established nationwide. The primary mission of the organization is to work with low-income families, the elderly, and individuals with disabilities to assist them in their efforts to become or remain financially and socially independent. The Agency accomplished this task by providing a broad array of services that are locally defined, planned, and managed. The agency sponsors and manages seventy-three (73) programs designed to meet the needs of children, families, single parents, and the elderly. Without the services provided by our agency, many local residents would be without a means to provide for their basic needs, including food and shelter. The agency is funded by Federal, State, county, and local funds (37 cities and towns in Belknap and Merrimack Counties). The agency receives United Way grants, foundation and charitable grant funds, fees for service, private business donations, and donations from individuals. MidState Medical Center is a 156-bed acute-care hospital serving the communities of central Connecticut since 1998. Granite Bay Care, Inc. (GBC) is committed to creating and maintaining community integration for individuals with Developmental Disabilities, while assisting them to obtain fundamental rights and increasing their quality of life. GBC is a multi-state human service agency providing intensive clinical, nursing, residential, and community-based support services to adults with cognitive, intellectual, mental health, and physical disabilities. GBC currently provides residential care in over 90 homes in Maine. Each home is designed to serve the unique needs of the clients who live there. A holistic approach is used by clinical professionals, management, and staff to encourage each to reach their full potential. We employ over 500 professionals in a dynamic, multi-cultural setting. We currently are the largest residential agency in Maine and are committed to a standard of excellence.

The mission of Southeastern Vermont Community Action (SEVCA) is "to empower and partner with individuals and communities to alleviate the hardships of poverty, provide opportunities to thrive, and eliminate root causes of poverty in southeastern Vermont." SEVCA works to find solutions to the deep-seated problems of poverty, largely by empowering and collaborating with those whose lives are affected by it daily. We address people's immediate needs for fuel, housing, food, and other essentials to help stabilize their lives in the short term, and provide further tools and support to help them achieve greater financial independence in the longer term. SEVCA was created in 1965 as a part of the nationwide 'War on Poverty' and chartered as a Community Action Agency (CAA)—a private non-profit corporation, locally initiated and governed, and designated by local, state, and federal officials as the 'anti-poverty agency' serving Windham and Windsor Counties.
