Community Action Agency of St. Louis County, Inc. (d/b/a CAASTLC) is part of a national network of federally funded Community Action Agencies (CAAs), created by the Economic Opportunity Act of 1964. CAAs administer various programs on community levels to assist low-income people out of poverty conditions. Nationwide, CAAs help 11.5 million people toward self-sufficiency. Community Action Agency of St. Louis County or CAASTLC is a 501(c) (3) not-for-profit corporation that has provided services in St. Louis County for over 53 years. Originally incorporated as Metroplex, Inc. in 1968, CAASTLC was founded as a satellite agency of and administered by the Human Development Corporation of Metropolitan St. Louis. In 1978, Metroplex, Inc. became a separate designated entity to provide anti-poverty programs for St. Louis County, excluding Wellston. In 1996, the agency's name was changed to STEP, Inc. and, in 2003, STEP, Inc. became CAASTLC. Services are provided to over 22,000 low-income people in St. Louis County annually. The mission of CAASTLC, Inc. is to stabilize and enrich vulnerable households by instilling hope an creating pathways to empowerment. We are committed to helping the families and communities of St. Louis County transition from poverty to self-sufficiency for present and future generations.

ABOUT | Hillcrest Transitional Housing offers homeless families, singles and youth a disciplined educational program within a caring, supportive environment. Unlike many organizations whose focus is one-time or emergency care, Hillcrest’s primary objective is to move clients from homelessness to self-sufficiency by addressing the total life situation of the homeless families they serve. TRANSITIONAL HOUSING FOR ADULTS & YOUTH | The transitional housing program focuses on moving clients to self-sufficiency within a 90-day time frame; households with more barriers to permanent housing may receive longer term transitional housing assistance. Hillcrest also provides a transitional housing program for homeless teens and young adults, ages 16-20, who have an educational goal. This unique program offers housing and supportive services for up to 24 months. In exchange for rent- and utility-free housing, adults are required by written agreement to find full-time employment, obey program guidelines and attend weekly volunteer-taught classes in life skills, employment, community living and budgeting. Through a network of community supporters and funders, Hillcrest also may provide transitional housing clients with car repair/donation, food, medical assistance, dental work, GED classes, haircuts, glasses, school clothes, work uniforms, etc. RAPID RE-HOUSING | Hillcrest also provides programming and services called Rapid Re-Housing through its service offices in Clay & Clinton Counties in Missouri, to literally homeless youth, singles & families who are seeking housing in the Northland, Northern MO & Northwestern MO. This program provides case management, budgeting and financial counseling and financial assistance to move homeless clients into rental housing. Clients must be literally homeless to qualify.

The Finance Department manages the financial operations of the City of Sedalia. Across all budgets and funds, the city spends in excess of $25 million a budget year and the Finance Director is responsible for accounting for those funds in a manner consistent with generally accepted accounting principles (GAAP). The Department is responsible for daily management of all financial services including accounts payable, accounts receivable, payroll, investing city funds and preparing financial statements for City Council and public record. The Finance Department processes payment of invoices and issues checks for all 15 departments, accounts for all revenue received by the city and processes payroll and issues checks for the city's 200 full-time and approximately 75 part-time and seasonal employees. The Finance Department includes the collections and licensing function of City government and Sedalia's Municipal Court office.
