The University Financing Foundation (TUFF) is a developer and advisor involved in creating vibrant physical environments for institutions of education and research. We are a non-profit 501(c)(3) organization that leverages our own financial and intellectual resources to identify the unique attributes of an institution to deliver tailored, below-market economic solutions for institutions, thereby increasing their success. Since 1982, over 100 institutions have relied on TUFF for tax-exempt capital, direct investment, and strategic development counsel. After financing over $2.8 billion in projects, issuing $101 million in direct loans, and donating over $29 million, we’ve come a long way. Today, our facilities deliver vibrancy, commerce, and opportunity to campuses and communities nationwide. A little history In the early 1980s, Georgia Tech needed new facilities to accommodate an expanding research enterprise. But with no available funding from the state, the university would have to rely on private developers – a scenario that entailed high costs and high risk. Georgia Tech’s president knew there had to be a better way. He approached three alumni with this request: Help us lower development costs and reduce institutional risk. In response, they created this formula: • Create a mission-driven 501(c)(3) organization focused on the expansion of education and research. • Assist institutions with similar missions by providing tax-exempt financing for facilities development. • Lease facilities to institutions at below-market rates and employ strategies to make occupancy affordable. • Offer to convey facilities to occupying institutions in the form of a direct gift at the retirement of a lease. Using this formula, we developed Georgia Tech’s six-story, 200,000 square foot Centennial Research Building. Since that first project, we’ve played an active role in the development and financing of education and research facilities around the nation.

Our mission is to build a 21st-century Downtown as the heart of the Atlanta Region – a vibrant community with strong leadership and sustainable infrastructure that is safe, livable, diverse, economically viable, accessible, clean, hospitable, and entertaining. Central Atlanta Progress is a private, not-for-profit corporation that strives to create a robust economic climate for Downtown Atlanta. With a Board of Downtown's top business leaders, CAP is funded through the investment of businesses and institutions. The Atlanta Downtown Improvement District, founded in 1995 by CAP, is a public-private partnership that strives to create a livable environment for Downtown Atlanta. With a Board of nine private and public-sector leaders, ADID is funded through a community improvement district within which commercial property owners pay special assessments. Together, Central Atlanta Progress and the Atlanta Downtown Improvement District are committed to a Downtown for the diverse Atlanta community and all of Downtown's property owners, employees, residents, students and visitors.

Established in 1991, ANDP develops, finances, and advocates for affordable housing at scale that promotes racial equity and healthy communities where families thrive. Today, ANDP is working to address the growing gap in wealth and homeownership between Black and white households - especially in neighborhoods of great risk of gentrification and displacement. REAL ESTATE - In 2020, ANDP launched Closing the Gap plan to develop or preserve 2,000 affordable housing units by 2025. Through its innovative development and financing of single-family and multifamily units, with both public and private sector partners, the ANDP is well on its way to meeting its 2025 goal. ANDP LOAN FUND - By engaging in innovative partnerships, ANDP, a member of the NeighborWorks Network, provides low-interest loans to support for-profit and nonprofit organizations that produce affordable housing. With an intentional focus on collaboration, the ANDP Loan Fund has increased its capital deployment, supported nearly 6,500 affordable housing units, and added down payment assistance to its portfolio of products. EQUITY & OPPORTUNITY - ANDP’s vision for racial equity motivates and informs every phase of its work: its development, policy, and lending capacities; the geographic focus of neighborhoods served; the selection of contractors and partners; and the makeup of its staff and Board of Directors. Through its campaign to create and preserve 2,000 units of affordable housing by 2025, ANDP estimates more than $50 million will be invested in Black-owned businesses in the form of partnership investments, direct contracts, and low-cost loan COMMUNITY – To help strengthen neighborhoods from the inside out, ANDP provides resident leaders with free access to local, state, and national experts through its Neighbors Together program. More than 500 metro neighborhood leaders have strengthened their leadership skills, learned how to address their neighborhood’s specific issues further.

Clairmont Oaks is a retirement community located in the heart of Decatur, Georgia providing housing to persons 62 years of age or older under the guidelines of the Section 236 program of the Department of Housing and Urban Development. Clairmont Oaks is a 14 story high-rise building with 297 efficiency and one-bedroom apartments. Each apartment is equipped with individually-controlled thermostats for heating and air conditioning, a full bath, large closets, fully-equipped kitchens, and emergency communication devices for safety and security. There are numerous public areas where a resident may socialize and participate in a variety of enrichment and leisure-time activities. There is a hair salon, library, fitness and computer centers on site, as well as laundry facilities on each floor. Transportation is provided to shopping malls and grocery stores.

For 27 years, Camp Twin Lakes has provided life-changing camp experiences to thousands of Georgia's children and adults with serious illnesses, disabilities, and other life challenges. Camp Twin Lakes provides week-long summer camps and year-round weekend retreats at our two fully-accessible and medically-supportive campsites and through hospital-based Camp-To-Go programs. Camp Twin Lakes collaborates with more than 60 different nonprofit organizations, each serving a different population, to create customized programs that teach our campers to overcome obstacles and grow in their confidence and capabilities. Annually, Camp Twin Lakes serves nearly 10,000 campers, leverages support from over 3,700 volunteers, and subsidizes 70% of the direct camp costs for every camper served. Managed 12-15 federal, state and local grants; created various fund source reports including OMB Circulars, other various local/state regulatory reports, and allocation analyses. - Analyzed and reconciled general ledger accounts on a monthly basis; performed monthly and year end closing procedures; reconciled multiple bank accounts with general ledger and check registers. - Performed intra-company account reconciliation pertaining to federal and state funding sources. - Led audit prep for various audits including funding source audits from federal and state regulators; process included documentation review and internal audit on g/l, accounts payable and inventory supply. - Created monthly financial reporting to Board of Directors, consisting of financial summaries and monthly variance analysis for each funding source and grant. - Analyzed and modeled annual budgets for individual grants and sub-grant locations based on funding variance, population serviced, employee head count and variable costs; acted as liaison for program administrators and various department heads to balance budgetary items while meeting program needs. - Updated and maintained insurance for various policies based on grant sources; managed bid process and created comprehensive packet used in selecting new insurance broker for six various policies while ensuring all requirements met as mandated by federal and state funding sources.
