The University Financing Foundation (TUFF) is a developer and advisor involved in creating vibrant physical environments for institutions of education and research. We are a non-profit 501(c)(3) organization that leverages our own financial and intellectual resources to identify the unique attributes of an institution to deliver tailored, below-market economic solutions for institutions, thereby increasing their success. Since 1982, over 100 institutions have relied on TUFF for tax-exempt capital, direct investment, and strategic development counsel. After financing over $2.8 billion in projects, issuing $101 million in direct loans, and donating over $29 million, we’ve come a long way. Today, our facilities deliver vibrancy, commerce, and opportunity to campuses and communities nationwide. A little history In the early 1980s, Georgia Tech needed new facilities to accommodate an expanding research enterprise. But with no available funding from the state, the university would have to rely on private developers – a scenario that entailed high costs and high risk. Georgia Tech’s president knew there had to be a better way. He approached three alumni with this request: Help us lower development costs and reduce institutional risk. In response, they created this formula: • Create a mission-driven 501(c)(3) organization focused on the expansion of education and research. • Assist institutions with similar missions by providing tax-exempt financing for facilities development. • Lease facilities to institutions at below-market rates and employ strategies to make occupancy affordable. • Offer to convey facilities to occupying institutions in the form of a direct gift at the retirement of a lease. Using this formula, we developed Georgia Tech’s six-story, 200,000 square foot Centennial Research Building. Since that first project, we’ve played an active role in the development and financing of education and research facilities around the nation.

With an intentional focus on collaboration, the ANDP Loan Fund has increased its capital deployment, supported nearly 6,500 affordable housing units, and added down payment assistance to its portfolio of products. EQUITY & OPPORTUNITY - ANDP’s vision for racial equity motivates and informs every phase of its work: its development, policy, and lending capacities; the geographic focus of neighborhoods served; the selection of contractors and partners; and the makeup of its staff and Board of Directors. Through its campaign to create and preserve 2,000 units of affordable housing by 2025, ANDP estimates more than $50 million will be invested in Black-owned businesses in the form of partnership investments, direct contracts, and low-cost loan COMMUNITY – To help strengthen neighborhoods from the inside out, ANDP provides resident leaders with free access to local, state, and national experts through its Neighbors Together program. More than 500 metro neighborhood leaders have strengthened their leadership skills, learned how to address their neighborhood’s specific issues further.
