Since 1965, the Economic Opportunities Council (EOC) has been the leader in community action in Indian River County. EOC has administered Head Start in Indian River County since 1966 and in Okeechobee County since 1995. Our centers are National Association for the Education of Young Children (NAEYC) accredited. EOC has prepared approximately 15,600 students for Kindergarten. EOC's other programs provide emergency financial assistance, education and vocational training opportunities, individual/family case management, money management, and help move clients away from public assistance towards self-sufficiency. EOC received the United Way's Agency Excellence Award in 2018. Mission Statement: To transition at-risk individuals and families from poverty to self-sufficiency through our agency programs and public/private partnerships. Vision Statement: To be a partner in the creation of a community wherein low-income individuals and families, especially at-risk populations, will have the opportunity to become educated, self-sufficient, improve the conditions in which they live, and achieve their full potential.

History/Organization: GYAC is a 501(c)(3), who opened its doors in 1998. Its sole purpose is to enhance the academic achievement of children in Indian River County. A volunteer Board of Directors governs GYAC. The Board embodies the concept that there is nothing more important than ensuring that our children are provided the opportunities and support necessary to ensure their graduation from high school which will enable them to attend the college or vocational program of their choosing. Areas of Expertise: Staff includes degreed teachers and tutors, retired psychologists, professional mentors and volunteers, and recreational support staff. Collaborative partners provide specific programmatic expertise in such areas as cultural arts, gardening and music instruction. Targeted Population: At-risk students who live in the Gifford, Sebastian, Vero Beach and Wabasso areas of Indian River County. In addition to youth, GYAC provides programs and activities for adults and seniors citizens. The average daily attendance at GYAC for programs and activities is over 200 students and adults. Facility: GYAC was a 24,000 square foot facility equipped with classrooms, computer labs, a library operated by the County, and an in-door gym but has recently completed a 14,000 SF expansion. The new educational center includes eight multi-use classrooms including a computer lab, two administrative offices and an outdoor patio. Not only is GYAC used for events, exercise classes, bible studies, and computer and educational training for seniors, it is also a home for those in need of services and information. The Center hosts Job Fairs, Health Clinics, training classes, and community gatherings. It has become a vital part of the Gifford community as well as an asset to Indian River County.

Crosswinds began in 1974 in response to community outcry over the discovery of several graves in the area containing the bodies of teenagers who had run away and had been murdered. The community reacted to the shock of this tragedy by opening the organization's first program -- an emergency children's shelter -- and vowing never to let this happen again. Today, the Crosswinds shelter program is still providing a safety net and a new beginning for Brevard County's youth and their families. Over the years Crosswinds has grown to provide a range of programs and services developed in response to some of the most critical issues facing youth and their families. These programs offer emergency residential care and supportive services for children in crisis; provide homeless youth with transitional housing and skills training while they work on becoming self-sufficient; help youth age out of the foster care system as independent young adults; assist and reunite families in crisis through counseling; take endangered teenagers off the streets; provide timely interventions for young offenders; and more. Each day young people come through Crosswinds' doors facing what would seem to most adults to be impossible obstacles. These obstacles can present major challenges to a young person's success. However, time and again Crosswinds has also seen these very same youth display exceptional ability and determination to turn their lives around. Crosswinds Youth Services' mission -- creating opportunities for young people to succeed -- embodies the organization's foremost belief that, offered the right opportunities, all young people can reach their full potential regardless of any challenges they may have faced.
