When Congress passed the Economic Opportunity Act (EOA) of 1964, the goal was to obtain equality of opportunity in education, employment, health and living conditions for every American in our country. To realize this goal, nearly 900 locally-based Community Action Agencies were established throughout the nation; Fresno Economic Opportunities Commission, known as Fresno EOC, is one of these agencies. We are recognized as the largest nonprofit Community Action Agencies in the United States. Founded in 1965, Fresno EOC has spent over five decades investing in people, helping them become self-sufficient. The scope of service provided by our Agency consists of almost all facets of human services and economic development. They range from pre-school education to vocational training; from juvenile and drug abuse counseling to treatment for serious juvenile offenders; from youth recreation to senior citizen hot meal services; from energy conservation education to crisis intervention; from preventive health care to prenatal nutrition education; and from vocational counseling to job placement services. Health Projects Center (HPC), established in 1980 as a 503(c) non-profit organization, offers health-related programs to health professionals, frail seniors and family caregivers. HPC serves the Monterey Bay region of California, and hosts the Del Mar Caregiver Resource Center, Santa Cruz and Monterey Multipurpose Senior Services Programs, California Community Transitions program, and the Central Coast Area Health Education Center. Alternative Family Services is a foster, adoption and mental health agency serving thousands of foster children, youth and families since 1978. AFS MISSION: Restore and improve the safety, health and well-being of vulnerable children in families and communities.

The Arc of Fresno and Madera Counties offers individuals with an intellectual or developmental disability the opportunity to succeed in a supportive environment. The services available from The Arc offer individuals the necessary training to acquire the skills needed to fully become an integral part of their community. Founded in 1953 by a group of concerned parents wanting a fulfilling life for their children, The Arc began in a makeshift classroom at a local park facility. The Arc of Fresno and Madera Counties has grown from this small beginning to an organization that covers two counties of the Central Valley. The Arc serves over 590 individuals with intellectual or developmental disabilities with a professional staff of 150 in six program settings.
