The mission of the Council is to encourage and facilitate procurement and business opportunities between Buying Entities, corporations, public sector agencies, and certified minority business owners. The Council was founded in 1973 by seven Dallas corporate CEOs for the purpose of identifying, certifying, and increasing minority business utilization.
