Dr. Nancy Beltran is the Director of Concrete Pavements for the Cement Council of Texas, with research experience in the area of concrete pavement analysis and finite element modeling. She graduated from the University of Texas at El Paso (UTEP) with a Ph.D. in Civil Engineering, where she worked on a project related to the mechanistic analysis of continuously reinforced and jointed concrete pavements. During her graduate studies, Nancy collaborated with the Cement Council of Texas on several projects involving a new method for optimized pavement design. Currently.
