Lawrence County Association for Responsible Care (LCARC) is a nonprofit Agency located in New Castle, Pennsylvania and is the largest provider of community and residential services for individuals with intellectual and developmental disabilities, including autism, in Lawrence County.

The Rouse Estate, a nonprofit organization, offers services in each of our different facilities to individuals that allow us to care for all generations. The Rouse Home is a skilled nursing care facility providing highly trained staff and offers its services in an assortment of ways. Whether it's rehabilitative or short-term, long-term or respite stay, we provide care that suits each individual's needs. Our personal care home, Suites at Rouse, encourages individuals to be as independent as possible, but our dedicated staff is always here to provide assistance for those times when a helping hand is necessary. Whether it's preparing for the day or assisting with medication management, our staff gladly provides services to ensure that you continue to live safely and comfortably on your own. A full range of personal care services has been created to help maintain your health and wellness so that you live as independently as possible. Both facilities, as well as the public, have access to Rouse Rehab. Our dedicated physical therapy team focuses on improving your movement, strength and mobility to restore, maintain and promote your best physical function through a wide array of specialized services. We also offer adult day services at Bridges at Rouse. Our daytime program offers families an opportunity to “take a break” from daily caregiving responsibilities and allows the individuals for whom we care to remain at home for as long as possible. To care for all generations at the Rouse our Children’s Center is our Keystone STARs facility that is a top rated 4 out of 4 star program that provides planned, developmentally appropriate activities in the following areas: gross motor, fine motor, math, science, social studies, language, and creative arts. Alta Care Group, the area’s leading expert in strengthening vulnerable children, is the parent organization of Alta Behavioral Healthcare, a contract agency of the Mahoning County Mental Health and Recovery Board; and Alta Head Start, the county’s provider of Head Start and Early Head Start services. Our Staff: Alta Care Group staff, consisting of nearly 200 people, offers a full range of behavioral health services to children, adolescents, young adults and families, as well as comprehensive pre-school, including health, nutrition and disability services . The Alta Head Start Program employs 145 full-time, part-time and contracted staff, while Alta Behavioral Health employs 55 staff. Who We Serve: Exclusively a child, adolescent and family behavioral health and comprehensive preschool provider, Alta serves a yearly average of nearly 3,000 children, adolescents, young adults and their families up to the age of 21. Roughly 85% of individuals and families served fall within the federal guidelines for poverty and are comprised of a racially and ethnically diverse population. The Alta Head Start Program serves 845 children birth through age five and their families.
