For nearly 50 years, Quality Health Associates (QHA) of North Dakota has collaborated with healthcare professionals, organizations, and communities across the state to improve the quality of care provided to the people of North Dakota. The goal of QHA is to improve the quality of care for the people of North Dakota by successfully balancing the needs of providers, consumers, stakeholders, and payers. QHA is governed and staffed by a team of physicians, nurses, analysts, statisticians, IT specialists, and other allied healthcare professionals. QHA uses data-driven, result-oriented processes and tools to improve healthcare quality and patient safety. QHA areas of expertise include Quality improvement methodologies, lean process improvement, Health Information Technology consultation, Data analytics, and coding and quality and utilization review QHA serves as the North Dakota subcontractor to the Great Plains Quality Innovation Network, the CMS Medicare Quality Innovation Network-Quality Improvement Organization (QIN-QIO) for the region encompassing North Dakota and South Dakota. In this role QHA facilitates learning and action networks, convening communities, and teaching and providing technical assistance to healthcare providers and consumers to improve healthcare, encourage healthy communities, and lower costs. QHA also holds a contract with the Centers for Disease Control and Prevention to work with North Dakota’s primary care clinics to increase colorectal cancer (CRC) screening rates in rural, frontier and tribal communities thereby reducing the incidence and late-state diagnosis of CRC.

-Provide information to the Executive Director on all activities pertaining to finance and personnel benefit issues.-Maintain accounting records and procedures to ensure accuracy and accountability with regulations established in Uniform Grant Guidance part 200.-Ensure accurate and timely performance of all accounting functions.-Prepare and submit monthly, quarterly, semi-annual, and annual reports.-Provide audit working papers and financial information for annual independent audits.-Provide corroboration for expenditures and cash management procedures for monitoring agencies.-Tabulate, calculate, and issue payroll from employee timesheets, allocating appropriate costs throughout the applicable grant(s).-Accrue payroll liabilities and leave balances to provide accurate financial position.-Maintain inventory control and recordkeeping of all fixed assets to accomplish current balance sheet accountability, insurance justification, and compliance with OMB.-Ensure IRS information returns are completed and filed by deadline dates.-Maintain timely accounts payables to ensure good client/vendor/agency relationships.-Complete calculations necessary to submit cash requests to various pass-through agencies to provide the funding necessary for ongoing operations in accordance with guidelines.-Reconcile bank account(s) on a monthly basis to prove/verify cash balance, deposits, and withdrawals.-Provide information to new staff about personnel benefit programs.-Attend meetings and continue personal growth through a variety of educational and training experiences.-Process 1099s and W-2s.
