• Proposal Management: Management & preparation of complete responses to government requests for proposal (RFP), requests for quotes (RFQ), invitations for bids (IFB), and any other types of government and private commercial solicitations for construction or service requests. Prepare RFP Responses to include cost proposals (per CLIN if requested), past experience and past performance, representations and certifications documentation, past performance surveys, and any other FAR Clause provisional requirements required. Prepare technical narratives related to management techniques, personnel qualifications, and initiating the construction/ work plan narrative. Seek out future bidding opportunities and governmental forecasts. Respond to government requests for Sources Sought in effort to influence the set-asides for future projects.
• Contract Management: Maintenance of various working tables & spreadsheets on several active and future project deadlines, as well as due dates for awarded projects. Manage project progress and documentation through federally mandated requirements (Daily Work Logs, etc.). Management of the submittal and RFI process through the appropriate channels (including the use of Oracle Primavera Submittal Exchange software). Issuance of subcontracts and management of contractually required supplementary documents (multiple exhibits, W-9’s, COI’s, SF1413’s, etc.).
• Construction Project Accounting: Create job budgets from estimates. Advise accounting personnel in the proper job costing of items as to maintain project budget. Process change orders to contracts, subcontractors, and budgets. Review and approve subcontractor invoices for payment. Generate and process payment applications, to include AIA forms and schedule of values updates. Generate purchase orders for material purchases. Input/ upload payment applications into various government payment systems (Tungsten, IPP, FDA Vendor Payments, etc.).
