Community and Shelter Assistance Corp. (CASA of Oregon) is a 501(c) 3 non-profit organization specializing in the development of affordable housing, particularly in rural areas and especially for agricultural workers. Through our Family Economic Development Program, we offer the largest network Individual Development Program in the nation. CASA assists residents in manufactured housing communities to purchase and operate their communities. We also operate a $8.5 Million Community Development Financial Institution (CDFI).

Early Head Start Babies are born ready to learn. The Early Head Start program focuses on supporting and guiding parent-child relationships in the critical years from zero to three. Early Head Start is a year-round program serving pregnant women and children up to 3 years of age.

The Yamhill Community Action Partnership (YCAP) was founded in 1980 as part of a nationwide network of social service agencies designed to help improve the lives of low-income people and strengthen communities. TVW, Inc. is a non-profit organization that was founded in 1967 by Hildah Highbe, a former special needs teacher. Her vision was to provide a program that would enable adults with disabilities to achieve their full potential and make meaningful contributions to society. Today, we continue to pursue that mission by providing person-centered supported employment supports.
